Expansion Department "The Expansion Department's purpose is to insure a steady creation of new JSA chapters in the Southern California region. The most important duty we have in this department is to provide the newly created chapters a smooth transition to the Chapter Affairs Department because that will guarantee the chapter's survival in the JSA network.
